BCG’s research found that roughly 70 percent of digital transformations fall short of their objectives. In the public and development sectors, the pattern is familiar: the system was delivered but never adopted. The platform was deployed but not used. The investment was made, the project declared complete, and nothing changed on the ground.
The cause is rarely the cloud provider, the framework, or the vendor’s headcount. It is a design phase that was rushed, compressed, or skipped — development that began before requirements were validated, and programs with no independent oversight to catch the drift before it became failure.
